Position is not capacity
Human-in-the-Loop names an operating position: a person appears somewhere in the workflow to review, approve, correct, pause, or intervene. That position does not establish that the person can perform the verification on which the system relies.
Human-in-the-Design is the design-time decision to define the consequential verification function and build the workflow around the conditions it requires. The organization must supply the knowledge, evidence, time, authority, grounding, intervention path, and safe response when the check cannot be completed.
The work sets the demand; the workflow supplies the capacity.
Verification belongs at a consequential transition
A consequential transition is a position after which correction changes regime or the outcome becomes materially harder to alter, recover, or contain. A Verification Gate governs passage there by requiring contact with relevant operational reality through named, applicable, current, and valid anchors.
The gate is a workflow location, not a performer. Verification may be human, automated, or hybrid, but passage must be conditional on the result. An approval field that cannot return, revise, reject, pause, defer, constrain, or escalate the work is not evidence of a functional gate.
The Verification Window
The Verification Window is the range of workflow positions at which Verification Capacity satisfies Verification Requirement across knowledge, evidence, time, and authority while intervention can still materially alter the outcome. It can narrow, shift, or disappear as volume, complexity, opacity, staffing, evidence availability, or system state changes.
A human cannot be placed inside a loop whose plan or state changes faster than the check can be completed. When real-time verification is impossible, control must move upstream into objectives, constraints, failure modes, observability, stop conditions, and handback rules.
Provision, Preservation, and Placement
- Provision supplies the missing capacity: evidence, time, staffing, competence, authority, flow control, or a redesigned transition.
- Preservation protects friction, slack, constraints, and the human throughline required for adaptation and correction.
- Placement concentrates control at a consequential choke point inside the applicable Verification Window.
